Resolutions of the First World Space Environment Forum -WSEF2002

The First World Space Environment Forum, WSEF2002, was organised by WISER (the World Institute for Space Environment Research) from 22 to 25 July 2002 at the University of Adelaide, Australia. Sixty-one delegates from 20 countries/regions attended this conference. A general assembly of WISER held in the closing session of this conference approved the following resolutions:

1. The delegates to WSEF2002 support the establishment of WISER, the World Institute for Space Environment Research,  to operate as an international network of research and training centres of excellence dedicated to space environment research, training of space scientists, theoretical and computational studies of space plasmas and atmospheres, space data and image analysis, space weather forecasting, and monitoring the impact of space weather on the Earth's climate, environment and technology.

2. The delegates wish to thank the University of Adelaide for hosting WSEF2002. On behalf of the delegates to WSEF2002, Dr. D. Cole, the Director of the IPS Radio & Space Services, Australia, congratulates Professor Abraham Chian, the Director of WISER, and Professor Tony Thomas, the Director of the National Institute for Theoretical Physics (NITP) in Adelaide, for their efforts in organising and hosting WSEF2002.

3. The delegates to WSEF2002 unanimously support WISER/Adelaide as the leading site for coordinating the research and training activities of WISER, in collaboration with other space physics groups in Australia, in particular, the IPS Radio & Space Services. In the event of insufficient support  for hosting the international head office of WISER in Adelaide, another participating institution of WISER can be selected by the Director of WISER, Professor Abraham Chian, in consultation with the Executive Committee of WISER.

4. The delegates to WSEF2002 urge the Director of WISER and the Executive Committee of WISER to seek sponsorship for WISER programmes through United Nations organisations such as the United Nations University - UNU, UNESCO, and the UN Office for Outer Space Affairs.

5. The delegates approve the following Executive Committee to coordinate the research and training activities of WISER in their respective country/region: I. 9. The delegates approve the following co-leaders to coordinate a WISER Research Working Group on Magnetosphere/Bow Shock (MB): J. Buechner (Max-Planck- Institute for Aeronomy, Germany), M. Hesse (NASA Goddard Space Flight Center, USA), and C. C. Wu (University of California at Los Angeles, USA).

10. The delegates approve the following co-leaders to coordinate a WISER Research Working Group on Ionosphere/Atmosphere (IA): P. Dyson (La Trobe University, Australia), E. Friis-Christensen (Danish Space Research Institute, Denmark), and R. Sekar (Physical Research Laboratory, India).

11. The delegates approve the following co-leaders to coordinate a WISER Research Working Group on Space Weather/Space Climate (WC): D. Cole (IPS Radio & Space Services, Australia), Y. Kamide (Nagoya University, Japan), and F. Wei (Center for Space Science & Applied Research, People's Republic of China).

12. The delegates approve the following co-leaders to coordinate a WISER Research Working Group on Space Plasma Physics/Astrophysics (SA): T. Hada (Kyushu University, Japan), L. Nocera (Institute for Chemical and Physical Processes - IPCP/CNR, Italy), and P.-L. Sulem (Cote d’Azur Observatory, France).

13. The delegates approve the following co-leaders to coordinate a WISER Research Working Group on Complex/Intelligent Systems (CS): R. Dewar (Australian National University, Australia), S. Gabriel (University of Southampton, UK), and J. Valdivia (University of Chile, Chile).

14. The delegates to WSEF2002 approve the organisation of three series of WISER conferences/workshops: the World Space Environment Forum (WSEF) to review the state-of-the-art of space environment research and identify the key problems to be addressed by the international space environment community; the WISER Workshop on Space Environment Turbulence (ALFVEN) to review advances in the theory of waves, instabilities and turbulence in space plasmas and atmospheres; and the WISER Workshop on High Performance Computing in Space Environment Research (HPC) to review advances in computer modelling and applications of high performance computing in space environment research.

15. The delegates approve the proposal by  T. Passot (Cote d'Azur Observatory, France) and P.-L. Sulem (Cote d'Azur Observatory, France) to host the WISER Workshop on Space Environment Turbulence (ALFVEN2003) in Nice, France; the proposal by M. Leubner (University of Innsbruck, Austria) to host the World Space Environment Forum (WSEF2004) in Graz, Austria; and the proposal by T. Chang (MIT, USA) and J. Valdivia (University of Chile, Chile) to host the WISER Workshop on High Performance Computing in Space Environment Research  (HPC2005) jointly with the Cambridge Workshop on Complex Phenomena in Space Environment in Chile.

16. The delegates strongly support the proposal by Y. Kamide (Nagoya University, Japan) to organize jointly with WISER a series of International Advanced Schools on Physics of Space Environment in Japan; the proposal by U. Villante (University of L’Aquila, Italy) to organize jointly with the International School of Space Science a WISER Advanced School in Italy.

17. The delegates strongly support the proposal by Professor K. Sato (Dean of Science of the University of Tokyo, Japan) to host a Joint Workshop on "Quarks, Astrophysics and Space Physics" from 6 to 10 January 2003 in Tokyo.
